President Yin also promised that "lunar resources and Mars bases will be given to the next generation" and that he will develop an autonomous launcher engine that can fly to the moon within five years while landing on Mars, and will land on the moon in 2032 and begin to exploit resources.

To this end, he put forward six major policy directions and support programs, including exploring the moon and Mars, leaping into a cosmic technological power, cultivating the cosmic industry, training cosmic talents, realizing cosmic security, and leading international assistance.

President Yin also said that a "Aerospace Agency" will be set up under the Ministry of Science and Technology Information and Communications, with experts and projects as the center, and the president will personally serve as chairman of the National Space Council.
