As the country's first special policy on the computing industry, the "opinion draft" considers from both sides of supply and demand, and aims to gather diversified and heterogeneous computing resources, build an efficient computing scheduling service network platform, and enable advanced computing to enter thousands of households, empower thousands of industries, and promote economic and social development and super-large-scale urban governance.

The "opinion draft" reveals that Chengdu will not only continue to promote the expansion and quality of computing power on the supply side, but also promote the application of computing power on the demand side. Among them, Chengdu will establish an overall settlement and sharing mechanism for arithmetic operations with "arithmetic vouchers" as the core, and support the popularization and application of arithmetic by issuing 10 million "arithmetic vouchers" to small and medium-sized enterprises and universities every year.

The "opinion draft" regards computing power as the production factor of data value transformation, the "new energy" of digital economy, the "new blood" of urban organisms, and the "new foundation" of the intelligent era. it is committed to building a computing power supply system of edge computing in supercomputing cloud computing, so as to meet the requirements of users that "computing power is insufficient to expand nodes and capacity is insufficient to expand capacity", so that enterprises can really enjoy "autonomy and freedom of computing power".

The first is to continuously improve the suitability of supercomputing. We will encourage and support enterprises, institutions and scientific research institutions to develop general adaptive hardware and software based on the technical framework of the National Chengdu Supercomputing Center, and to continuously develop the core values of the supercomputing center.

The second is to speed up the construction of intelligent calculation system. Support the construction of a number of intelligence centers closely integrated with biomedicine, security, transportation and other fields in the starting area of Tianfu data center cluster, so as to optimize and strengthen Tianfu data center cluster.

The third is to speed up the upgrading of cloud computing centers. Promote the upgrading of "old" data centers based on storage to cloud computing centers with deposit as the core, promote the convergence and migration of "small scattered" data centers to new data centers, and enhance the "cloud" analysis and processing capacity of large-scale data.

Fourth, the rational layout of the edge computing center. To meet the needs of production, life, ecology and urban governance, enterprises are encouraged to develop Edge Computing Node (MEC) devices around the enhancement of application-aware device data aggregation and processing capabilities, and to lay out efficient edge computing centers close to application scenarios.

Generally speaking, the "opinion draft" issued by Chengdu can not only promote the improvement of regional computing infrastructure, enable more enterprises and institutions to enjoy the autonomy and freedom of computing, but also speed up the construction process of the Chengdu-Chongqing hub of "counting the east and the west".
