In promoting the green and low-carbon development of the information and communications industry, Xie Chun, director of the Information and Communication Development Department of the Ministry of Industry and Information Technology, said that the Ministry of Industry and Information Technology has always attached great importance to and actively promoted energy conservation and consumption reduction in the communications industry and guided the green development of the industry. With the joint efforts of the whole industry, the green and low-carbon development of the information and communications industry has achieved remarkable results, with the continuous growth of the network scale and the rapid growth of the total amount of telecommunications services. the proportion of energy consumption of the industry in the whole society has remained relatively stable, with an average annual decline of more than 20% per unit of telecom business during the 13th five-year Plan period.

First, policy standards. To issue and issue the guidance on energy conservation and emission reduction in the information and communications industry during the 13th five-year Plan, formulate and issue industry energy-saving technical standards, and strengthen the guidance of policy standards. We will actively implement the strategic objectives and tasks of the "double carbon", and jointly issue policy documents in conjunction with the Development and Reform Commission and the Central Internet Information Office to promote the green and high-quality development of new infrastructure represented by data centers and 5G in an orderly manner.

The second is the evolution of network upgrade. We will comprehensively carry out network optical fiber transformation, vigorously develop fixed and mobile broadband communication technologies, publish a catalogue of obsolete and high energy-consuming equipment and new energy-saving technologies in the industry, and steadily promote network upgrading. We will continue to promote the co-construction and sharing of communication infrastructure in the scenarios of base station computer rooms, pipeline lines and smart towers, so as to improve the green level of network construction, operation and maintenance.

Third, the improvement of energy efficiency of key facilities. The energy consumption of base stations and data centers accounts for a relatively high proportion of the total energy consumption of the communication network. In order to promote the energy conservation and consumption reduction of these two key facilities, the Ministry of Industry and Information Technology gives full play to the guiding role of basic telecommunications enterprises and takes various measures to continuously reduce the energy consumption of 5G base stations. Promote the construction and development of new data centers and layout optimization, and speed up energy conservation and green transformation of data centers. At present, the energy consumption of a single site of 5G base stations has been reduced by more than 20% compared with the initial commercial stage, and the average design PUE of large-scale data centers under construction has been reduced to less than 1.3.
