Antonio Varas, chief strategy officer of Synaptic, a global leader in the field of EDA and semiconductor IP, said in a recent video interview with El Pa í s that TSMC produces 90% of the world's advanced process chips under 10nm, and if Taiwan's chips cannot be exported due to conflicts across the Taiwan Strait, factories around the world may be forced to suspend production for as long as 3 weeks to 3 months depending on chip inventory.

On February 8, the European Commission passed the European Chip Act of 45 billion euros, which aims to ensure the flexibility of the chip supply chain and reduce international dependence, and to enhance the influence of the European Union in the global semiconductor chip supply chain and global value chain. Spain also plans to invest 12 billion euros in the development of the semiconductor industry. The recent signing of the chip bill in the United States will also invest $52 billion in fab subsidies.

Antonio Varas said that it will take several years for wafer factories to move from plant planning to mass production, while the semiconductor industry usually forms close cooperation with upstream and downstream manufacturers in the form of industrial clusters. In theory, semiconductor factories can be located around the world, but in practice they can only be located in areas with low-cost water and electricity, close to airports, and subsidized manufacturers. Spain may meet the above environmental conditions, but there is a shortage of high-tech talents, while Chinese mainland and Taiwan have all the conditions, and whether the United States has the necessary resources for the semiconductor industry remains to be confirmed, especially in terms of talents. at present, it is also necessary to plan for talent training and attracting overseas talents.

Antonio Varas also said that the West's promotion of the semiconductor industry takes into account not only factors such as the impact of production cuts by Chinese and Taiwan manufacturers or other military threats, but also global market demand. Although the demand for PC may gradually decline in the short term, the demand for chips in the smartphone, server, manufacturing, defense and automotive industries will continue to grow. For example, car sales have not increased, but the increasing number of chips needed in each car is driving demand in the automotive semiconductor market.

He believes that Western countries have launched semiconductor industry development plans, the goal is not just to become independent, but to establish diversified sources of supply, and the medium-and long-term policy goal is to produce most of the chips outside China's Taiwan. at the same time, avoid relying too much on neighboring Japanese and South Korean manufacturers.
