This function allows users to switch different network preferences in different locations and under different circumstances.

A description from Apple shows that this feature is useful in the following situations:

You use the same type of network (such as Ethernet) at work and at home, but the settings you use at work do not allow your Mac to automatically connect to the same type of network at home.

Your Mac connects to many types of network services (such as Wi-Fi and Ethernet) both at work and at home, but at work you want your Mac to try to connect to the Ethernet network first, while at home you want your Mac to try to connect to the Wi-Fi network first. In other words, you need to set a different service order for each place.

Your Mac is not connected to the network, so you want to quickly reset your network settings for testing without losing your current network settings.

Given that macOS Ventura is still being tested, the network location function may return at some point, but this is unlikely because Apple marked the Bug report submitted by Tyler Loch on the lack of network location functionality as "works as currently designed."

In addition, although Apple has removed the network location feature from the macOS Ventura, the command-line tool "networksetup" that Apple uses to control it still exists in the latest beta version of macOS Ventura. This means that third-party developers can use this to develop an application to replace the network location function that has been removed from the system setup application.
