Daiwa Capital Securities pointed out that in the US Chip Act, $39 billion will be used to subsidize fabs to expand production, $11 billion will be used for advanced process research and development, and $2 billion will be used for defense programs. Of the $39 billion fab subsidy, Intel is expected to receive 32 per cent, Micron 31 per cent, Texas Instruments 14 per cent, Samsung 13 per cent and TSMC about 10 per cent. This means that about 1 / 3 of TSMC's $12 billion investment in Arizona will be subsidized by the US, which will ease the cost pressure on setting up a factory there, but unless the US continues to subsidize it, otherwise it will still face cost pressure in the medium to long term.

The agency also said that Intel is expected to receive the most subsidies in this bill, which will help it expand in the field of foundry foundry, but TSMC still has advantages in three key aspects: business execution capability, technology and customer relationship. Therefore, although this plan will help the United States to increase its market share in foundry, it is still difficult to return to the market share level of the 1990s and will not significantly change the current competitive landscape of wafer foundries. in terms of technology transformation, TSMC is currently one or two generations ahead of Intel.
