The "plan" proposes that by the end of 2025, the whole province of Zhejiang will basically form a charging infrastructure network along the highway with "fixed facilities as the main body, mobile facilities as the supplement, full coverage of important nodes, good operation and maintenance services, and guarantee of mass travel." we will continue to improve the service guarantee capability of the public's high-quality and diversified travel needs.

In terms of highways, each service area of the highway will be able to provide basic charging services by the end of 2022. By the end of 2023, the charging infrastructure for the construction of highway service areas or the parking spaces reserved for construction and installation conditions will in principle not be less than 10% of the parking spaces for minibuses. By 2025, the parking spaces for the simultaneous construction of charging facilities or reserved charging facilities in the newly-built highway service areas will not be less than 20% of the total number of parking spaces. We will promote the charging facilities in the existing highway service areas with conditions to gradually increase to more than 20% of the total number of parking spaces.

As for ordinary highways, by the end of 2023, qualified ordinary provincial trunk highway service stations will be able to provide basic charging services and guide villages and towns along qualified rural highways to give priority to configuring charging infrastructure in key places. By 2025, the charging infrastructure of ordinary provincial trunk highway service stations with conditions will be fully covered, and charging infrastructure will be effectively covered along qualified rural highways.
