I. adhere to scientific planning and promote the orderly layout of the lithium power industry

Local departments in charge of industry and information technology should keep abreast of the development of local lithium battery manufacturing and first-order materials (cathode materials, negative electrode materials, diaphragms, electrolytes, etc.) and second-order materials (battery-grade lithium carbonate, lithium hydroxide, etc.). In accordance with the requirements of the "14th five-year Plan" and the "guidance on promoting the Development of Energy and Electronics Industry", we should formulate policies for the development of lithium battery industry in the region in a practical and realistic manner. Guide lithium power enterprises to reasonably formulate development goals in the light of reality and industrial trends, and under the premise of stable supply of key materials, sufficient investment in R & D and innovation, and adequate matching funds, appropriately expand the production scale due to the need of time, optimize the regional layout of industries, avoid low-level homogenization development and vicious competition, and establish a development pattern of innovation-leading, technology priority, fair competition and orderly expansion.
