CTOnews.com, November 17, Shanghai Communications Administration recently issued the "5G Network Energy level upgrade" full Shanghai "Action Plan" (hereinafter referred to as "full Shanghai Plan").

The full Shanghai Plan proposes that by the end of 2023, there will be more than 77000 5G base stations, more than 4000 commercial buildings and key public buildings will have 5G indoor coverage, and the city's 5G network coverage will exceed 90 per cent. The average download rate in key areas reached 1000Mbps, and the uplink reached 200Mbps per 5G user penetration rate reached 70%. By the end of the 14th five-year Plan, Shanghai will be built into a global benchmark city for 5G network deployment and converged applications.

CTOnews.com learned that the Manchu Shanghai Plan will focus on optimizing 5G network layout to serve urban space development, increase the deployment of 5G network in the central urban area, key functional areas in the east and west and five new cities, and strengthen the deployment of 5G network in Lingang new area, Hongqiao business district, Yangtze River Delta ecological green integrated development demonstration zone and five new cities. Support the construction of the "three beauties" of the meticulous management of Manchu neighborhoods, homes and villages in the city; help the city digitally transform the "six important scenes" of Manchu institutions, hospitals, campuses, cultural brigades, transportation and parks; and speed up the deployment of 5G dedicated network.

(I) deployment phase (November 2022)

The Municipal Communications Administration shall guide all basic telecommunications enterprises and iron tower companies to formulate implementation plans and establish coordination and docking mechanisms in accordance with the requirements of this plan. Basic telecommunications enterprises and iron tower companies should carry out in-depth investigation and arrangement of the current situation of 5G signal coverage in key places in the city, determine quantifiable and comparable promotion targets, establish and upgrade work accounts, formulate their own implementation plans, and clarify work tasks. Improve the implementation mechanism.

(II) implementation phase (December 2022-November 2023)

The Municipal Communications Administration urges basic telecommunications enterprises and iron tower companies to carry out upgrading work in accordance with this plan and the implementation plan of their units. The tower company will coordinate the construction needs and, in accordance with the requirements of co-construction and sharing, work with various basic telecommunications enterprises and independent tower operators to formulate construction plans and fully complete the city-wide construction tasks on schedule.

(III) Summary phase (December 2023)

The Municipal Communications Administration organizes a summary of the work results, evaluates the completion of 5G coverage of relevant units, combs the highlights of the work, summarizes experiences and practices, and forms a long-term mechanism.
