(4) to abolish the unreasonable restrictions on the distribution of used cars, and enterprises with registered domicile and business premises outside the second-hand car trading market may carry out the business of selling second-hand cars.

(5) to strengthen the filing and information notification of used car operators, supervise and guide automobile sales enterprises to implement the relevant requirements for filing, and uniformly put on record through the national automobile circulation information management and application service system of the Ministry of Commerce, the commercial departments of counties (cities and districts) shall check and confirm in time.

(6) strengthen the application of the information service system in the field of second-hand car circulation, explore ways to optimize the registration process of the transfer of used cars by opening the "pre-recording" interface and checking the information network, and encourage industry organizations to establish an information service platform for the whole life cycle of automobile use.

(7) to promote the commercialization and circulation of second-hand cars and make it clear that automobile sales enterprises shall, in accordance with the unified accounting system of the state, carry out accounting for used cars purchased and used for sale in accordance with the subject of "inventory commodities".

(8) to support the large-scale development of the circulation of second-hand cars, strictly implement the policy of abolishing restrictions on the relocation of used cars, and abolish the transfer restrictions on small non-operating passenger vehicles that meet the national five-year emission standards.

(9) promote the export of used cars, promote the approved cities to optimize the supervision of used car export services, steadily expand the scale of used car export, and improve the quality of second-hand car export.

Third, expand the consumption space of automobile renewal

(10) to encourage all localities to introduce measures to promote the withdrawal of old vehicles, to reward and supplement the purchase of new cars after transferring old cars under their names or to sell scrapped cars, and to encourage the development of "trade-in" activities to expand the consumption space of new cars. We will promote the elimination of diesel trucks with national three or lower emission standards in the province, and complete the task of phasing out 70,000 diesel trucks by 2022.

(11) improve the recycling system of scrapped motor vehicles, strengthen guidance for the recycling industry of scrapped motor vehicles, and issue early warning of production capacity in areas where enterprises have excess capacity.

(12) to increase support for the land for construction projects of scrapped motor vehicle recycling enterprises, and the nature of the land for enterprise construction projects shall in principle be industrial land; for those enterprises that have obtained the qualification for scrapped motor vehicle recycling and 17 departments such as the Ministry of Commerce (Shang Consumer Fa (2022) No. 92), the land under construction that has been approved for land use or construction project planning permission shall be used according to the determined use.

(13) in accordance with the requirements of the "license separation" reform, the qualification determination of scrapped motor vehicle recycling enterprises shall cancel the restrictions on registered capital, site area, number of employees and other conditions, and will no longer submit relevant certification materials.

Fourth, promote the parallel import of cars.

(14) speed up the construction of Zhangjiagang automobile import port, steadily expand the scale of automobile parallel import, support qualified areas and free trade test zones to declare automobile import port, and carry out automobile parallel import business.

(15) optimize the procedures of customs clearance and inspection, and improve the efficiency of customs clearance of parallel imported vehicles, for those vehicles that meet the national safety technical standards and emission standards for motor vehicles, the customs shall pass through customs the vehicles that have obtained compulsory product certification in accordance with the law and released emission inspection information and pollution control technical information on the national vehicle and off-road mobile machinery environmental protection information disclosure platform in accordance with the law.

Fifth, optimize the environment for automobile use.

(16) effectively improve the effective supply of urban parking facilities. We will promote the construction of parking facilities in residential areas and urge relevant units to do a good job in reviewing the design of parking facilities in new residential areas.
