We will further deepen the review of fair competition and prevent the introduction of policies and measures to exclude and restrict competition in the new energy vehicle market.

CTOnews.com learned that the Circular further supports the consumption of new energy vehicles and implements the state's policy of exempting new energy vehicles from vehicle purchase tax. We will support automobile dealer groups to increase preferential promotion activities, carry out in-depth activities of new energy vehicles to the countryside, and encourage qualified areas to introduce support policies to promote the consumption and use of new energy vehicles in rural areas.

According to the notice, Tianjin will actively speed up the construction of charging facilities. For the new residential community, 100% installation conditions will be reserved in accordance with the standards for the construction of charging facilities in the new residential area by the Ministry of Housing and Construction. For the existing residential communities with installation conditions, combined with the transformation of old residential areas, a certain proportion of public charging piles should be built.

In accordance with the principle of moderate advance, we will continue to build charging infrastructure in residential areas, highway service areas, national and provincial trunk lines, logistics parks, large-scale commercial shopping centers, etc., constantly weave a dense charging service network, optimize the personal application and installation process of residents, deepen and improve the policy of "network access" for personal application and installation, advance the loading time of residents, and simplify the requirements. New residential communities, strictly implement the national Ministry of Housing and Construction standards for the construction of charging facilities in the new residential areas, 100% reserve installation conditions. For the existing residential communities with installation conditions, combined with the transformation of old residential areas, a certain proportion of public charging piles should be built.

In addition, the Circular will also take various measures to enliven the used car market, abolish immigration restrictions on small non-operating used cars that meet the national five and above emission standards, and promote the free circulation of used cars and the cross-regional operation of enterprises.

The circular also calls for promoting the phase-out and renewal of high-emission vehicles, speeding up the improvement of the recycling system of scrapped motor vehicles, the rapid construction of urban parking facilities, the optimization of vehicle use environment, and the sustained and healthy development of parallel car imports. Tianjin will study policies and measures to eliminate national three and lower emission standard vehicles, guide high-emission vehicles to speed up the phase-out and renewal, and promote automobile consumption.
