At the same time, some provinces and cities where scientific research institutions are relatively concentrated, undertake more national tasks and have a good foundation are selected to carry out comprehensive pilot work on the evaluation and reform of scientific and technological talents. The pilot unit shall have the independent legal personality. The pilot period is 2 years (from the date of approval of the pilot implementation plan).
CTOnews.com learned that the "plan" requires that the pilot task insist on having both ability and political integrity, and regard moral character as the primary content of the evaluation of scientific and technological talents. On the basis of strengthening the evaluation of scientific spirit and academic morality of scientific and technological talents, and according to the evaluation of talents who undertake the major tasks of the country, as well as basic research, applied research and technology development, and social public welfare research. This paper puts forward pilot tasks from the aspects of constructing evaluation indicators in line with the characteristics of scientific research activities, innovative evaluation methods, and improving the internal system construction of employers, so as to promote a more perfect talent evaluation system and form effective practices that can be operated, replicated and popularized.
(1) Evaluation of talents who undertake the major tasks of tackling key national problems
1. We will prominently support the demand orientation of major national strategies, establish evaluation indicators that reflect the actual contribution and innovative value of supporting national security, breaking through key core technologies, and solving major problems in economic and social development, and focus on evaluating the completion of major national scientific research tasks.

(2) Evaluation of talents in basic research
1. Carry out the evaluation of representative works marked by original achievements and high-quality papers, and establish talent evaluation indicators that reflect major original contributions, national strategic needs, discipline characteristics, academic influence and research ability. Get rid of the quantitative tendency of "only papers", do not take the number of papers, the level of influence factors and other relevant indicators as quantitative assessment indicators, and encourage researchers to publish more high-quality papers in domestic sci-tech journals.

Guided by technological breakthroughs and industrial contributions, we will focus on evaluating representative achievements such as technical standards, technological solutions, high-quality patents, transformation and industrialization of achievements, and deep integration of industry, university and research. We will establish evaluation indicators that reflect industry-university-research and team cooperation, technological innovation and integration capabilities, market value and application effectiveness of achievements, and contributions to economic and social development. Whether or not to publish a paper, the number of patents obtained and the number of national project funds applied for shall not be taken as the main evaluation indicators.

(5) Comprehensive pilot task of evaluation and reform of local scientific and technological talents
