The Plan proposes that all new or updated urban buses (except emergency rescue vehicles) use new energy vehicles, and that the proportion of new energy and clean energy in new or updated rental vehicles is not less than 80%. We will strengthen the promotion and application of clean energy power for ships, and encourage the early phase-out of highly polluting, energy-consuming passenger ships and old transport ships.

CTOnews.com learned that the "plan" makes it clear that infrastructure construction such as recharging, filling (gas), hydrogenation, port and airport shore electricity will be carried out in an orderly manner. By 2025, 100 charging stations in expressway service areas will be completed, with more than 90 per cent of qualified berths in major ports in the province and the ability to supply shore electricity to ships.

In addition, the "plan" says to speed up the construction of green warehousing, encourage the construction of green logistics parks, and improve the development level of reverse logistics. E-commerce enterprises are encouraged to establish and implement a green procurement system, completely prohibit the use of substandard and inferior packaging bags, and increase the promotion of new technologies and products for express packaging reduction and recycling.
