The license is valid for eight years.

According to the instructions, within 12 months from the date of issuance of the licence, the two companies are required to build a 5G network system that can cover half of Macao and provide commercial services, and within the next 18 months, expand the 5G network to cover the entire territory of Macao.

CTOnews.com learned that Macau Telecom Limited ("CTM"), established in October 1981, is the leading integrated telecommunications service provider in Macau, providing professional telecommunications services such as mobile phones, fixed-line telephones, optical fiber broadband and business solutions. CTM has a number of outlets to provide customers with a wide range of telecommunications products sales and a full range of customer services. CTM's shareholders are Citic Telecom International (99%) and the Postal Reserve Bureau (1%).

In 2023, the first year of the 5G licence, CTM plans to invest around 206 million patacas and an additional investment of 815.2 million patacas over the next four years (2024-2027). During the first five years of the licence, CTM invested a total of 1.0212 billion patacas, mainly in the expansion of 5G network, billing system and product platform upgrading.

The 5G wireless network adopts the most advanced wireless network technology, wireless equipment and functions, and has planned in detail the spectrum development goals for the next five years. If sufficient spectrum resources can be allocated according to Macau Telecom's spectrum plan and supported by 5G terminals in the future, the download speed can be up to 3Gbps, the upload speed can be up to 700Mbps, and the best delay is 5 milliseconds. In addition, CTM will also consider deploying 5G millimeter wave (mmWave) for enterprise applications and solutions, which can support download speeds up to 10Gbps and upload speeds of 1.7Gbps.

As a major investor in Macau's 5G network, China Telecom (Macau) will build an internationally advanced 5G network in Macau, with a network investment of around 469 million patacas in the first five years after obtaining the license.

The 5G network of China Telecom (Macau) Co., Ltd. plans to cover the main hot spots in Macao in 2023, with no less than 198 base stations to be built. It is expected that the network will meet more than 50% coverage and provide 5G high-speed Internet access service experience in the covered areas. The total number of sites in 2024 is not less than 223, achieving good coverage throughout the territory.

China Telecom (Macau) Co., Ltd. estimates that when the 100MHz 3.5G band is available, after the 5G network is opened, the downloading rate of the community will be up to 1.34Gbps and the uplink rate of the district will be up to 140Mbps (depending on the actual network environment, customer terminals, software applications and other factors, customer perception may vary).
