By 2030, we will continue to strengthen and give full play to the leading role of the national large-scale supply base for hydrogen production from renewable energy in western Jilin and the R & D, manufacturing and application base of hydrogen energy equipment in Changchun, and promote the construction of diversified green hydrogen-based chemical demonstration bases in the central and western regions of Jilin Province and integrated demonstration bases for hydrogen energy trade in Yanbian. Speed up the construction of "Baicheng-Changchun-Yanbian" and "Harbin-Changchun-Dalian" hydrogen energy corridor, and initially build a three-dimensional hydrogen energy network in the province. The hydrogen production capacity of renewable energy has reached 300,000 tons / year, 70 hydrogenation stations have been built, the production capacity of green ammonia synthesis, green methanol, green refining and hydrogen metallurgy has reached 2 million tons, and the operation scale of hydrogen fuel cell vehicles has reached 7000. Increase the application of hydrogen fuel cell in cogeneration, standby power supply, emergency supply, peak shaving and special vehicles. Introduce or cultivate 5 fuel cell stack and spare parts enterprises to promote product autonomy in key links of the industrial chain, including 3-5 leading enterprises. The output value of hydrogen energy industry reached 30 billion yuan.

Long-term (2031-2035): to build Jilin Province into a national demonstration zone for the integration of new energy and hydrogen energy industry, and to be in a domestic or international leading position in the fields of hydrogen energy transportation, hydrogen-based chemical industry and hydrogen-powered new energy development. it has become the benchmark for the coordinated development of hydrogen energy and new energy and the core province of industrial chain equipment technology. the development pattern of "one zone, two axes and four bases" has been basically formed, and the gridding layout of hydrogen energy resources extends all over the world. Improve the level of development and utilization of resources in Tonghua, Baishan, Yanbian and other places. Relying on the Yanbian hydrogen energy trade integration demonstration base and the "Harbin-Changchun-Dalian" hydrogen energy corridor, the relevant energy and chemical products and equipment are sold at home and abroad to create a growth pole for domestic hydrogen-based products trade.
