Beijing, Oct. 21 (Xinhua)-- India's antitrust regulator, the Competition Commission (CCI), announced today that it has fined Google 13.38 billion rupees ($161.95 million) for anti-competitive behavior related to Android mobile devices.

In addition, CCI also asked Google not to provide smartphone makers with any incentives to exclusively pre-install Google's search service.

Google has yet to comment. According to research firm Counterpoint Research, 97% of India's 600 million smartphones run on Google's Android operating system.

Currently, Google is facing a series of antitrust cases in India and stricter regulation of the entire technology industry. In addition to Android,CCI, it is also investigating Google's business practices in the smart TV market and its in-app payment system.

As early as May 2019, CCI of India announced an investigation into Google to assess whether it used its Android mobile operating system to crack down on competitors. The CCI investigation found that Google abused its dominant position in India, reducing the ability of device makers to choose alternative versions of the Android mobile operating system.

CCI said at the time that Google reduced the ability and motivation of device manufacturers to develop and sell devices running alternative versions of Android by setting pre-installation conditions for Google's proprietary applications. Prima facie evidence suggests that Google abused its market dominance.

In addition, Google Android has been fined in the European Union. In July 2018, the European Commission imposed an antitrust fine of 4.34 billion euros ($5.15 billion at the time) on Google. Google has imposed some illegal restrictions on Android device makers and mobile operators because of its dominant position in the Internet search market since 2011, the European Commission said.

Specifically, Android equipment manufacturers are required to pre-install Google search App and Chrome browsers as a condition for authorizing Google Play Store App Store, and pay fees to specific large Android device manufacturers and mobile operators to prevent them from selling pre-installed "bifurcated" Android smart devices.
