It is reported that the policy emphasizes that the subsidy is aimed at the actual users of newly purchased power exchange mode vehicles in Hainan Province and registered in Sanya City from September 17, 2022 to March 31, 2023, and the declared models shall be the power exchange models in the "Road Motor vehicle production Enterprise and Product announcement" of the Ministry of Industry and Information Technology. The replacement vehicle needs to obtain the special license plate of the new energy vehicle before April 30, 2023 and connect to the Hainan new energy vehicle supervision platform; at the same time, the replacement vehicle needs to sign the exchange service agreement with the local power exchange operator in Sanya city. Sanya will give subsidies to vehicles that meet the regulations, and a maximum subsidy of 10,000 yuan for bicycles will be given according to the different purchase prices. This policy subsidy can be superimposed with other provincial bonus policies.

CTOnews.com learned that Sanya is the "vanguard" of the promotion and application of new energy vehicles in Hainan Province. In October 2021, Sanya was successfully shortlisted in China's first batch of pilot cities for power exchange of new energy vehicles, becoming the only comprehensive non-provincial capital pilot city. At present, Sanya has steadily carried out the construction of pilot cities for power exchange of new energy vehicles, and actively promoted the construction of power stations and the sale of power exchange vehicles. From January to August in 2022, 8 new exchange power stations were built in Sanya, with a total of 16 exchange power stations operated, about 800 new power exchange vehicles were added, and more than 2000 power exchange operation vehicles were promoted. A reasonable and moderately advanced power exchange service network system has been initially built, and a good environment for the promotion and application of new energy vehicles has been created.
