For this reason, when developing the chip industry, China should plan and consider the technical route of the development of domestic CPU architecture from a global perspective. At present, there are roughly two ways of thinking about the technical route of CPU in China, which is worth discussing: one is to "fight alone", which has the advantage that it is easy to achieve self-control and can meet the needs of some domestic application fields. However, in order to compete with the above-mentioned "mainstream CPU" in the world market, there is still a big gap in China's CPU in terms of technology, especially in ecology, and this situation cannot be changed by subjective wishes in a short period of time. Another way of thinking is to follow the crowd. In other words, if we follow the structure of foreign countries, the advantage is that we can take advantage of the mature ecology, but the disadvantage is that it is difficult to achieve self-control, and it is difficult to evade various sanctions and restrictions.

The emergence of open source RISC-V conforms to the needs of the future new generation of information technology. RISC-V reduced instruction set adopts open source mode, which has advanced architecture, easy to customize, convenient personnel training and short R & D cycle, which greatly reduces the threshold of the chip industry, which makes its follow-up development have strong vitality. Ni Guangnan suggested that China seize the opportunity of the development of the new generation of information technology, face the "mainstream CPU" market in the smart era, and focus on the open source RISC-V architecture to develop China's chip industry. Make good use of the open source model, give full play to China's national system, super-large-scale market advantages and talent advantages, concentrate efforts and coordinate efforts to tackle key problems, vigorously develop and strengthen the RISC-V industrial ecology, and increase the contribution to the RISC-V open source community to increase the community's voice. Finally, the world's "mainstream CPU" market forms a pattern of x86, ARM and RISC-V.

In addition, Ni Guangnan also said that basic software is the core element of integrating the diversified ecology of RISC-V and the core competitiveness of the industry based on RISC-V architecture. In history, x86 ecology has achieved Microsoft and Red Hat, ARM ecology has achieved Apple and Google, RISC-V will also provide a new stage for future software giants, so our country needs early and comprehensive layout of RISC-V basic software.
