Basic principles usually a photo in rgb mode will be numbered with three primary colors (three primary colors, which can be mixed to get everything), representing the values of red, green and blue respectively.

What if I change 0 to 100? That means the darkest number that can appear in the photo is 100100, almost neutral gray. In other words, the darkest place in your picture can only be neutral gray, it can't be any darker. Even if you apply it with a pure black brush, it will turn neutral gray.
I made a picture of pure black (0pj0pg0). I only adjusted the color levels on the right side, and I can see that the black has turned to gray (100100100).
The maximum value of the output level must represent the brightest color, which in this case is 255, and changing it changes the brightest color that can appear. If you understand the above, you will understand this, and I will not repeat it.
The left side of the ② input level also represents the darkest color, which corresponds to the output level. For example, if the darkest output level is 0, the darkest input level is 100.
If the input is 100, it means that 100 will be the darkest. So how much is the darkest? it is 0 (because the excellent level is 0), that is, if 100 is to become 0, then everything below 100 must also become 0.
If you understand the minimum input level, you will certainly be able to understand the maximum input level. I'll repeat it again.
I made another picture, which is a uniform gradient from 0 to 255, and only adjusted the color levels in the right half.
There is also a slider in the middle of the input level, and the default value is 1, which becomes larger to the left and smaller to the right. (I found that some of the color levels in the App are just the opposite, depending on the developer's preference.)
What this changes is the brightness of the midtone. Sliding to the left brightens the midtone and to the right darkens the midtone, with less impact on the brightest and darkest areas.
