CTOnews.com learned that the draft has 16 measures to promote the development of intelligent Internet-connected vehicles from four aspects: enhancing the ability of independent technological innovation, promoting the development of industrial coordination and agglomeration, expanding the comprehensive application of multiple scenarios, and optimizing the supporting environment for industrial development.

In terms of strengthening the ability of independent technological innovation, it includes four measures: speeding up breakthroughs in core links, promoting key technologies, accelerating the transformation of innovative achievements, and strengthening industrialization. Among them, support the development of major equipment and key components, with a maximum subsidy of no more than 200 million yuan according to 40% of the total investment of the project. Provide R & D support for key technologies, with a maximum of no more than 15 million yuan according to 40% of the R & D investment of the participating project.

In terms of promoting the development of industrial coordination and agglomeration, it includes four measures: strengthening collaborative technological innovation, agglomerating high-quality industrial resources, building a public service platform and building a high-quality industrial park. Among them, supporting vehicle manufacturing enterprises and spare parts enterprises with core technological competitiveness are headquartered in Shenzhen, and enterprises that meet the requirements will be rewarded up to 30 million yuan. We will encourage the introduction of high-end advanced manufacturing projects and subsidize them up to 10 million yuan according to a certain proportion of the total investment in fixed assets.

Expand the comprehensive application of multiple scenarios, including encouraging the development of road testing, enriching demonstration application scenarios, and exploring three measures to carry out commercial operation. Among them, in the rich application scenarios, orderly open blocks, roads, airports, ports and so on are used as demonstration application scenarios for intelligent network-connected vehicles. We encourage demonstration applications in the form of self-driving taxis, buses, short-distance connections, logistics and distribution, and cleaning vehicles in the open scene, for operators with a total self-driving mileage of 10000 kilometers per vehicle. If the demonstration application effect is good, the subsidy shall not exceed 5 million yuan at most according to 20% of the total investment of the project.

In terms of optimizing the supporting environment for industrial development, there are five measures, including improving infrastructure services, supporting the formulation of industrial standards, strengthening industry exchanges and cooperation, strengthening the introduction of talents and strengthening financial service support. Among them, in terms of financial services, we should give full play to the guiding role of financial funds, actively attract leading enterprises, industrial investment funds and investment institutions, promote the establishment of an intelligent online automobile industry fund, and establish and improve a financial support system covering the whole chain. Insurance companies are encouraged to develop insurance products that cover the full chain risks of intelligent network-linked automobile products, and optimize the intelligent network-connected automobile commercial insurance guarantee service.

On June 6 this year, Shenzhen issued the "opinions on developing and strengthening Strategic emerging Industrial clusters and cultivating and developing Future Industries", proposing the development of 20 strategic emerging industrial clusters, including Intelligent Network connection Automobile Industry Cluster. In the same period, the Shenzhen Municipal Development and Reform Commission issued a relevant action plan, which aims to achieve an operating income of 200 billion yuan for the intelligent Internet connection automobile industry by 2025. In addition, in order to clear the obstacles to industrial development, Shenzhen made use of the legislative power of the SEZ to issue and implement the regulations on the Administration of Intelligent Network Associated cars in the Shenzhen Special Economic Zone on August 1 this year, becoming the first city in the country to legislate for intelligent Internet allied cars.
