The RTX 4080 12GB is based on the smaller AD104 GPU, rather than the 16GB version of the AD103 GPU, resulting in the 12GB version only providing about 82% of the former's shader/tensor throughput and only 70% of the memory bandwidth, a huge performance gap, as confirmed by NVIDIA's official data.
