By the end of September, the proportion of the procurement and use of standard packaging materials and standardized packaging operations in the industry had reached 90%, with a total of 9.78 million recyclable express boxes (boxes) and 122000 recovery devices in postal express business outlets. 640 million corrugated boxes have been recovered and reused, and preliminary results have been achieved in the green management of express packaging.

CTOnews.com learned that by the end of this year, the "9917" project has made it clear that the proportion of purchasing and using standard packaging materials will reach 90%, the proportion of standardized packaging operations will reach 90%, the number of recyclable express boxes (boxes) will reach 10 million, and 700 million corrugated cartons will be recovered and reused.

The State Post Bureau pointed out that compared with the requirements of high-quality development of the industry, there are still some deficiencies in the green governance of express packaging, such as the legal standard system covering the whole chain has not been established, the situation of co-management has not yet been formed, and the means of information supervision lags behind. In the next step, the State Post Office will adhere to systematic governance and comprehensive policies, implement the basic ideas of reduction, standardization, recycling, and "prohibition, restriction, reduction, compliance, and reduction", and will not relax around the "9917" project and transmit pressure layer by layer. Strengthen supervision and assessment, strengthen the implementation of responsibilities, and ensure the successful completion of the set goals by the end of the year. Focus on four areas of work:

First, highlight the key points to do a good job of management, comprehensively strengthen the management of excessive packaging of mail and express delivery, implement the national plastic pollution control plan, and ensure that by the end of 2025, nationwide postal express delivery outlets prohibit the use of non-degradable plastic packaging bags, plastic tape, disposable plastic woven bags and so on.

The second is to be realistic and pragmatic to promote recycling, steadily promote the pilot scale application of recyclable express packaging, and promote packaging recycling and reuse.

Third, persevere in strengthening supervision, seriously investigate and deal with violations of laws and regulations such as excessive packaging, steadily promote the reform of the supervision of postal supplies and appliances, and speed up the construction of a monitoring and analysis platform for green governance of express packaging.

Fourth, we should work together to grasp co-management, strengthen departmental coordination, implement powers and responsibilities, and pay attention to public opinion propaganda.

The State Post Bureau said that in April 2021, the State Post Bureau organized the whole industry to carry out an one-year special treatment of over-packaging and random packaging of express mail. Through more than a year of management, the proportion of standard packaging materials and standardized packaging operations in the industry has increased by 30 to 50 percentage points compared with the same period last year, and the secondary packaging rate of e-commerce parts has increased by more than 10 percentage points. Special management has achieved positive results. In addition, excessive packaging management is a systematic project, which involves the responsibilities of many departments and the power of local government, which needs to strengthen the whole chain management from the aspects of packaging design, production and sales, commodity delivery, waste recycling and so on. In order to implement the Circular of the General Office of the State Council on further strengthening the management of excessive packaging of commodities, the State Post Office has formulated implementation measures and a division of tasks, and is currently soliciting opinions and suggestions, which will be issued and implemented on the basis of revision and improvement.
