CTOnews.com, October 13, according to CAICT, China Academy of Information and Communications, recently, the China Theil Lab of the China Academy of Information and Communications has been approved by the International Telecommunication Union (ITU) "consistency and Interoperability (Centri) Program" and officially entered the ITU-approved testing laboratory database, which indicates that the ITU-T international standard testing capability of CTTI Lab has been recognized and affirmed by the international authoritative standardization organization.

The ITU Conformance and Interoperability (ITU-T I) Program aims to strengthen the compliance testing basis defined by the ITU-T international standard as an industry recognized standard, is a core element in the construction of national information and communication technology (ICT) infrastructure, promotes the interconnection of global information and communication networks, and ensures the secure and reliable transmission of data between ICT infrastructure.

The test capability standards included in this time include more than 120 standards in the fields of ITU-T digital network system, multimedia transmission system, telecommunication transmission quality, data transmission quality and so on. After China Tyre Lab obtains the qualification of ITU-T accredited laboratory, it will further enhance its international influence in the field of global ICT testing and certification, and provide international standard compliance testing capability for China's information and communication industry to go out.

CTOnews.com learned that China Theil Laboratory (China Telecommunication Technology Labs), formerly known as the China telephone reference equivalent testing Center, began on September 21, 1981, and was jointly approved by the former General Administration of Standards and the former Ministry of posts and Telecommunications of the people's Republic of China through document (1981). It was jointly approved by the former State Administration of quality and Technical Supervision and the Ministry of Information Industry of the people's Republic of China on January 20, 2000, and agreed to change the name of China telephone reference equivalent testing Center to China Tyre Laboratory (document No. 15 of [2000] 15 of the quality and Technical Supervision Bureau).

The Telecommunication Transmission Institute, Communication Metrology Center, Post and Telecommunications Industry Standardization Institute and Baoding Tyre Communication equipment Seismic Technology Research Institute under China Information and Communications Research Institute (formerly the Telecommunication Research Institute of the Ministry of Industry and Information Technology), in the past 40 years, the capabilities and conditions of testing, testing, metrology and calibration in the field of information and communication have been gradually developed and established. It has formed a laboratory community with extensive influence at home and abroad, and has played a great role in the research on the development of new technology, the formulation of technical standards, standard compliance testing, testing, as well as the measurement and calibration of testing instruments and equipment. it has made contributions to the development of China's information and communication industry and the progress of international information and communication. In 2003, in order to adapt to the development of the situation and further provide better support and services, the Telecommunications Research Institute reorganized its subordinate laboratories to form a unified administrative entity-Theil Lab. In actual operation, it still maintained the original three major quality systems, namely, the quality system of China Tyre Laboratory, the quality system of Communication Metrology Center, and the quality system of Post and Telecommunications Industry Product quality Supervision and Inspection Center, 2006. Baoding Tyre Communication equipment Seismic Technology Research Institute delineated and entered the Tyre Laboratory and became the "Seismic facilities and Engineering Department" within the Tyre Laboratory, and its quality system also operates independently.

According to the development of the new situation and the needs of the internal management of the institute, the research institute integrated the testing and metrology laboratories again in 2013. in the process of the development of testing and metrology, China Theil laboratory has gradually become the representative and image of the laboratory community of the institute, and decided to upgrade the China Theil laboratory and the quality inspection center to the hospital level, and set up secondary laboratories such as systems and terminals to unify the quality system. Form a new organizational structure. Through official documents, the institute adjusted the legal person subordinate relationship between China Tyre Laboratory and the relevant quality inspection center to its direct management, and clarified the top management of the laboratory.

Since 2019, in order to meet the needs of development, CICT has formally identified the brand "Theil Lab" as its unified brand in the field of inspection and testing. The inspection and testing institutions under its management are fully authorized to use this brand in carrying out inspection, testing and metrology business, in order to establish a high-quality unified brand image in the industry.
