According to CTOnews.com, 2IPD is a comprehensive index that examines the development of world postal services on the basis of UPU big data, official postal statistics and important survey data of UPU. It provides a reference for the government to formulate strategies, regulators to better identify the challenges faced by postal services, and postal operators to examine relevant operation models and business models. The comprehensive index includes four indicators, reliability, accessibility, relevance and resilience, which are used to measure the efficiency of postal operations, the level of internationalization of postal services, the competitiveness of major markets, and the adaptability of postal services.
