According to the news on the afternoon of October 6, recently, the Shanghai High-tech Enterprise Accreditation steering Group announced the list of the first batch of enterprises that revoked the qualification of high-tech enterprises in 2022. 14 enterprises, including Shanghai Digital Certificate Certification Center Co., Ltd., Shanghai Youya Information Technology Co., Ltd., Alipay (China) Network Technology Co., Ltd., and Shanghai Xingqi Mechanical and Electrical Technology Co., Ltd., were on the list, attracting media attention.

With regard to the revocation of the qualification certification of high-tech enterprises, relevant people from Ant Group responded that Alipay (China) did not take the initiative to apply after the qualification of high-tech enterprises in Shanghai expired. Alipay (China) is a payment license company under Ant, and its R & D expenditure accounts for only a part of Ant's overall R & D expenditure. Ant Group spent 18.8 billion yuan on R & D in 2021, ranking sixth in the R & D investment list of private enterprises of the all-China Federation of Industry and Commerce. The group's R & D investment has grown by more than 39% for three consecutive years, and has increased its investment in basic technologies such as privacy computing, blockchain, database, and security risk control in the past two years.

In order to support and encourage the development of high-tech enterprises, the Ministry of Science and Technology, the Ministry of Finance and the State Administration of Taxation have formulated the measures for the Identification and Management of High-tech Enterprises and carried out the identification of high-tech enterprises. According to the regulations, high-tech enterprises are determined to adopt the enterprise active declaration system, and the certification qualification is valid for 3 years, during which enterprises enjoy preferential tax policies. If the qualification expires and does not apply for reexamination or fails to pass the reexamination, the qualification of the new and high-tech enterprise expires automatically, and it will not have any other impact except that it is unable to enjoy tax concessions.

Some people in the industry have commented that the identification of high-tech enterprises is an active application system, and some group enterprises will adjust their R & D investment to other business sectors, and may choose to give up the application on their own initiative. In fact, the lack of high-tech enterprise qualification only means that the company no longer enjoys tax benefits.
