Shulou(Shulou.com)11/24 Report--
CTOnews.com, September 30 (Xinhua)-- the Federal Aviation Administration (FAA) told Boeing that it had not completed the key work required to certify the MAX 7 by December.
Lirio Liu, executive director of aviation safety at FAA, said the agency was concerned about the documents submitted by aircraft manufacturers and sought to discuss "time to receive the remaining documents".
FAA asked Boeing to submit all remaining system safety assessments (ssa) by mid-September, "if the company intends to complete the certification (and obtain FAA approval for the aircraft) project plan by December."
As of September 15, Liu said, "less than 10 per cent of ssa has been accepted by FAA and another 70 per cent of ssa documents are at different stages of review and revision".
Boeing must get FAA approval for the 737 MAX 7 and 10 models by December, or it must meet the new modern cockpit alarm requirements, which could be significantly delayed.
CTOnews.com learned that an Indonesian Lion Airlines Boeing 737 MAX 8 crashed in October 2018, leaving no one on board and an Ethiopian Airlines Boeing 737 MAX 8 on March 10, 2019, with no one on board.
After the first accident, Boeing hinted that the cause of the crash was human and had nothing to do with the plane. After the second accident, Boeing made a similar statement, which was considered to mislead investors.
Congress could choose to waive the requirements adopted as part of the certification reform bill, passing 20 months after two deadly 737 MAX crashes killed 346 people and grounded the best-selling aircraft.
The FAA added, "however, what is most worrying is that Boeing has not yet provided a preliminary submission on the six outstanding ssa." Boeing said it expected that "many of these documents will take a lot of time to review because of their complexity and their impact on the overall safety of the new aircraft."
Boeing said it was "discussing with policy makers how long it will take to complete these certifications in accordance with the established process". "We do not seek to rush through this process and we believe that it is in the best interests of security to allow sufficient time for certification of 737-7 and 737-10 to complete this important task without introducing different systems."
"consistent operational experience across the aircraft family is a best practice in the industry," Boeing said. "
On September 15th Boeing CEO Dave Calhoun predicted that the company would get approval to produce a smaller 737 MAX 7 this year. Calhoun said Boeing would seek "some form of extension" if necessary and win for "security reasons".
