Support the construction of shared charging demonstration district. The demonstration area includes type A demonstration district and type B demonstration community. Category A refers to the community that uses its own parking spaces to build new shared charging facilities, which in principle should be built before 2005 and should meet the requirements of the three aspects. First, scale requirements, charging facilities should be built on the expansion of parking spaces, the expansion of charging parking spaces should not be less than 3. Second, public service requirements, charging parking spaces should adopt time-sharing intelligent and orderly regulation mode. The third is to standardize the management requirements, charging enterprises are responsible for construction and operation management, community owners' meeting, property service enterprises should give support, and sign a tripartite agreement with charging enterprises to clarify the responsibilities and obligations of the three parties. Category B refers to a community that uses charging facilities within 300 meters around the district to share charging. After signing a long-term agreement with government agencies or enterprises and institutions around the district to share parking spaces and sharing peak for more than 5 years, if the total number of shared parking space charging facilities is more than 10 or more than 5 new charging facilities, category B demonstration area may be declared. The identified Class A demonstration district will be completed in and after 2022, 50% of the amount of charging equipment shall be subsidized, and the electricity price will be settled with the power grid enterprises to implement the residential electricity price standard; an one-time subsidy will be given to the owners' meeting of the community that supports the construction of the Class A demonstration district.

Support intelligent rechargeable pile to speed up the promotion and application. The existing charging piles in the district are encouraged to carry out intelligent transformation by installing energy routers and replacing facilities, and the financial subsidy of 300 yuan per pile is given to charging equipment. The property service enterprises that support the sharing and transformation and utilization of intelligent charging piles in the community will be given an one-time subsidy, and the subsidy standard shall be 500 yuan per pile.

Support the demonstration transformation of charging facilities from slow to fast. A financial subsidy of 30% of the amount of charging equipment will be given to public charging facilities that have completed the demonstration transformation of "slow to fast" by the end of 2023. The slow charge AC charging facilities that carry out the demonstration transformation should meet the requirements of four aspects: first, the time for completion and operation is earlier than the end of 2018. Second, the average annual utilization rate of the site is less than 2% or the average annual charging capacity of a single pile is less than 500 kWh. Third, it has the conditions of power supply. Fourth, after the transformation of facilities supporting parking spaces should implement the management requirements of special charging parking spaces.

Support the construction of interactive demonstration of charge and discharge of intelligent vehicle network. Relying on the municipal power demand response management platform, municipal platform and charging enterprise platform, carry out the construction of intelligent vehicle network charge and discharge interactive demonstration project, effectively aggregate the adjustable charge and discharge resources of electric vehicles. A financial subsidy of 30% of the amount of charging and discharging equipment shall be given to intelligent charging and discharging facilities. Encourage the data and information of charging facilities to be connected to the municipal platform, and solve the problems such as the occupation of fuel vehicles and the disunity of payment methods through interconnection and information sharing. The municipal platform carries out the access assessment to the charging station and the enterprise according to the year, and the assessment grade of the charging station is divided into "Samsung", "two stars", "one star" and "unqualified". The assessment level of the charging enterprise is divided into "A", "B" and "unqualified". The assessment standard is formulated by the municipal development and reform commission entrusted by the municipal development and reform commission, and approved by the municipal development and reform commission in conjunction with the relevant departments, it is released annually on the official website of the municipal platform.
