The regulations emphasize that Internet pop-up information push service providers should abide by nine specific requirements, such as optimizing the ecology of push content, strengthening the qualification management of Internet information services, standardizing news and information push, scientifically setting the proportion of push content, improving the review process of push content, strengthening the protection of users' rights and interests, setting reasonable algorithms, standardizing advertising push, and putting an end to malicious diversion.

Article 1 in order to standardize the Internet pop-up information push service, safeguard national security and public interests, protect the legitimate rights and interests of citizens, legal persons and other organizations, and promote the healthy and orderly development of the industry These provisions are formulated in accordance with the Network Security Law of the people's Republic of China, the Law of the people's Republic of China on the Protection of minors, the Advertising Law of the people's Republic of China, the measures for the Administration of Internet Information Services, the provisions on the Administration of Internet News and Information Services, and the provisions on Ecological Governance of Network Information content.

Article 2 these provisions shall apply to the provision of Internet pop-up information push services within the territory of the people's Republic of China.

The Internet pop-up window information push service referred to in these provisions refers to the information push service provided to Internet users in the form of pop-up message windows through operating systems, application software, websites, etc.

The term "Internet pop-up window information push service provider" as mentioned in these provisions refers to the organization or individual that provides Internet pop-up window information push service.

Article 3 the provision of Internet pop-up window information push service shall abide by the Constitution, laws and administrative regulations, carry forward socialist core values, adhere to the correct political direction, public opinion orientation and value orientation, and maintain clear and clear cyberspace.

Article 4 Internet pop-up information push service providers shall implement the responsibility of the main body of information content management and establish and improve management systems such as information content audit, ecological governance, data security and personal information protection, and minor protection.

Article 5 those who provide Internet pop-up window information push service shall comply with the following requirements:

(8) if a pop-up window pushes an advertising message, it shall be identifiable, prominently marked with "advertisement" and a closing sign, so as to ensure that the pop-up window advertisement is closed with one click.

(9) it is not allowed to present malicious third-party links, QR codes and other information in the way of pop-up window information push, and users may not be induced to click through pop-up window information push service to implement traffic fraud or traffic hijacking.

Article 6 Internet pop-up information push service providers shall consciously accept social supervision, set up convenient entry for complaints and reports, and promptly handle public complaints and reports about pop-up information push services.

Article 7 encourage and guide Internet industry organizations to establish and improve the industry standards for Internet pop-up information push services, and guide the healthy and orderly development of the industry.

Article 8 the Internet information department shall, in conjunction with the competent telecommunications departments, market supervision departments and other relevant departments, establish and improve working mechanisms such as cooperation and supervision, and supervise and guide Internet pop-up information push service providers to provide services in accordance with the rules and regulations.

Article 9 if the Internet pop-up window information push service provider violates these provisions, it shall be dealt with by the network information department, the competent telecommunications department, the market supervision department and other relevant departments within the scope of their duties in accordance with the provisions of relevant laws and regulations.

Article 10 these provisions shall enter into force as of September 30, 2022.
