Cultivate a number of influential green intelligent inland river ship design, construction, supporting and operation enterprises, and create a number of standardized and serialized ship types that meet the needs of different scenarios, realize the demonstration and application in representative areas such as the Yangtze River, Xijiang River, Beijing-Hangzhou Canal and Minjiang River, form replicable and popularable experience, and initially build a benign and sustainable industrial ecology. Remarkable achievements have been made in the development of green, intelligent and standardized inland river ships, and a relatively perfect industrial chain supply chain has been established. In addition, by 2030, the green intelligent technology of inland river ships will be popularized and applied in an all-round way, the industrial ecology such as supporting infrastructure, operation management and business models will be more perfect, and the standardized and serialized green intelligent ships will be built in batches. the level of the industrial chain supply chain has been greatly improved, and the modern industrial system of inland river ships has been initially established.

In terms of giving priority to the development of green power technology, the "opinion" points out that we should actively and steadily develop LNG power ships, speed up the development of battery power ships, and promote the application of methanol, hydrogen and other power technologies.

Speed up the iterative upgrading of inland marine LNG engines, improve the product pedigree of pure natural gas marine engines, develop gas-electric hybrid technology, and strengthen methane escape and nitrogen oxide emission control. We will strengthen the integration and optimization of LNG power systems, and focus on promoting the application of LNG power technology in medium-and long-distance cargo ships and engineering ships with a capacity of more than 2000 dwt along the coast, the Yangtze River trunk line, the Xijiang River trunk line, and the Beijing-Hangzhou Canal.

Speed up the development of battery-powered ships. Strengthen the technical integration and optimization of marine power batteries and battery management systems, promote the research on high-efficiency and energy-saving motors, power system networking, ship recharging and other technologies, and improve the capacity and safety performance of ship battery power assemblies, with emphasis on promoting the application of pure battery power technology in medium-and short-distance inland freighters, riverside cruise ships and ships in Kuhu District. Taking the cargo ship as a pilot project, the research and application of standardized box-type power exchange technology are carried out.

Promote the application of methanol, hydrogen and other power technologies. Speed up the research and development of marine methanol engine, reduce formaldehyde and other unconventional pollutant emissions, improve the power range and fuel conversion efficiency of marine methanol fuel cell, and promote the application of methanol power technology in cargo ships. Strengthen the research and development of marine hydrogen fuel cell power system, hydrogen storage system, filling system and other technical equipment, explore the application of hydrogen fuel cell power technology in passenger ships, and encourage the use of renewable energy such as solar energy to electrolyze water to produce green hydrogen.
