The second is to make every effort to unleash the potential of the consumer market. We will vigorously promote bulk consumption of cars and housing, lift the migration restrictions on small non-operating second-hand vehicles that meet the national five-year and above emission standards, and extend the policy of exemption from purchase tax on new energy vehicles until the end of 2023 in accordance with national policies. We will reasonably support the demand for rigid and improved housing.

At the same time, Shanghai should magnify the multiplier effect of 1 billion yuan of "love to buy Shanghai" electronic consumption coupons and continue to put in sports consumption coupons for citizens. Shanghai consumers will be given an one-time subsidy of 10% and up to 1000 yuan for personal consumption such as green smart home appliances, and incentive support will be implemented for the innovation and development of the consumer market.

Third, we will promote the stability and quality improvement of foreign trade and foreign investment. At the same time, many measures will be taken to simplify the process for enterprises to reduce costs and continue to reduce the processing time of export tax rebates. We will vigorously support foreign trade enterprises to expand the market, optimize the identification conditions for the regional headquarters of multinational corporations, and carry out a pilot project to build a regional "Belt and Road Initiative" comprehensive service platform in the Yangtze River Delta.

Fourth, support enterprises in key industries to speed up their upgrading and development. We will support the upgrading and transformation of key industries, raise the upper limit of support for major technological transformation projects in qualified key industries to 100 million yuan, and provide discount support to eligible industrial park "second to second" development loans. For industries that currently deduct R & D expenses at 75% of pre-tax, the proportion of deductions will be uniformly raised to 100% in the fourth quarter of 2022. We will support the upgrading and expansion of leading enterprises, and encourage all districts to support advanced manufacturing enterprises of different sizes, such as 1 billion yuan, 5 billion yuan, 10 billion yuan, and so on, for the first time. Support green low-carbon, "meta-universe", intelligent terminals and other new tracks to speed up the layout development, optimize the first set, the first batch, the first version of the support policy.
