Song Wen, deputy director of the Planning Department of the National Energy Administration, said that at present and in the future, we will focus on promoting the high-quality development of energy infrastructure in three aspects.

First, step up the construction of a new type of power infrastructure. We will implement renewable energy substitution actions, and steadily promote the construction of large-scale wind photovoltaic bases, southwest hydropower bases and power transmission channels focusing on desert, Gobi and desert areas. In principle, the proportion of electricity transmission of renewable energy will not be less than 50%. We will promote the construction of a number of major hydropower and nuclear power projects. In 2025, the installed capacity of conventional hydropower and nuclear power will reach 380 million kilowatts and 70 million kilowatts respectively. We will thoroughly implement the "three-reform linkage" of coal power energy saving and carbon reduction transformation, flexibility transformation and heating transformation, and promote the demonstration application of carbon capture, utilization and storage technology (CCUS). We will optimize the layout of charging infrastructure, promote the integrated development of new energy vehicles and power systems, and encourage the application and demonstration of technologies such as orderly charging and electric vehicles delivering power to the grid (V2G).

The second is to strengthen the construction of infrastructure for energy security. We will speed up the improvement of the mutual power supply capacity between the power grids, and the power transmission capacity from west to east will reach more than 360 million kilowatts by 2025. We will enhance the capacity of oil and gas supply, improve the system of long-distance pipeline networks for crude oil and oil products, speed up the construction and interconnection of natural gas pipelines, and expand trunk lines such as west-to-east gas transmission and Sichuan-east gas transmission, as well as north-south liaison lines. The scale of the national oil and gas pipeline network will reach about 210000 km in 2025. We will build five major coal supply guarantee bases in Shanxi, Mengxi, eastern Mongolia, northern Shaanxi and Xinjiang, and consolidate the foundation of coal-coal power supply.

The third is to promote the digital and intelligent upgrading of energy infrastructure. Speed up the construction of intelligent energy systems, carry out intelligent upgrades in power plants, power grids, oil and gas fields, oil and gas pipelines, coal mines, terminal energy use and other fields; build an intelligent dispatching system to achieve load-storage interaction and multi-energy coordination and complementarity in the source network, as well as intelligent regulation and control of energy demand, strive to improve the efficiency of the energy system; build smart energy platforms and data centers, and promote demonstration projects such as "smart wind power" and "smart photovoltaic".

Song Wen said that the National Development and Reform Commission and the Energy Administration are speeding up the completion and commissioning of major projects in the 14th five-year Plan, actively expanding the space for effective investment, and it is estimated that investment in key areas of energy during the 14th five-year Plan period will increase by more than 20% compared with the 13th five-year Plan.
