At this point, the overall layout design of the national integration big data center system has been completed, and the project of "calculating the number from the east to the west" has been officially launched in an all-round way.

Zhang Zhihua, deputy director of the High Technology Department of the National Development and Reform Commission, said that in February this year, the National Development and Reform Commission, together with the Central Internet Information Office, the Ministry of Industry and Information Technology, the National Energy Administration and other departments, launched the project of "counting the east and counting the west". In Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macau Greater Bay Area, Chengdu and Chongqing, Inner Mongolia, Guizhou, Gansu and Ningxia, we launched the construction of national computing hubs and set up 10 national data center clusters. Zhang Zhihua said that in the next step, the National Development and Reform Commission, together with relevant departments, will three-dimensional promote the "calculation of the East and the West" project, focusing on strengthening four coordination. We will further strengthen the simultaneous implementation of data center construction and supporting policies such as network, land, energy and water use, and promote the completion and application of major projects as soon as possible. We will make overall use of policy means such as investment in the central budget, various financial instruments, and individual energy consumption to support national computing hubs and national data center clusters to play a role at an early date. On the basis of the layout of the national computing hub, we will comprehensively promote the integrated construction of computing power supply station, network test line, computing power dispatching network, data element field, and security shield, and build a multi-tier computing network system covering the whole country. Led by the national computing hub and data center cluster, on the basis of large-scale agglomeration of computing power and rich scene applications, promote the coordinated development of upstream and downstream industries, and jointly build a computing industry ecosystem.

According to reports, at present, a new round of scientific and technological revolution and industrial changes are reshaping the global economic structure. As the core productivity of digital economy, computing power has become the new focus of global strategic competition. Up to now, the scale of China's data center has reached 5 million standard racks and the computing power has reached 130EFLOPS (1.3 trillion floating-point operations per second).

With the continuous infiltration of digital technology into all fields of economy and society, the demand for numeracy in the whole society is still very urgent, and it is expected that it will continue to grow at a rapid rate of more than 20% every year. Computing power has become an important infrastructure for the development of the national economy. Accelerating the construction of computing power will effectively stimulate the innovation vitality of data elements, accelerate the process of digital industrialization and industrial digitization, give birth to new technologies, new industries, new business type, and new models, and support high-quality economic development.

At present, most of the data centers in China are distributed in the eastern region. Due to the increasing shortage of land, energy and other resources, it is difficult to sustain the large-scale development of data centers in the eastern region. On the other hand, the western region of China is rich in resources, especially renewable energy, which has the potential to develop data centers and undertake the needs of computing power in the east. To this end, we should give full play to the advantages of China's system and mechanism, integrate the layout from a national point of view, optimize the allocation of resources, and improve the efficiency of the use of resources.

In addition, in order to resolutely avoid the blind development of the data center, in the current initial stage, 10 data center clusters are planned and set up in the eight computing hubs, delineating the physical boundary, and defining the development goals such as green energy saving and shelving rate. For example, the average shelving rate of data centers in the cluster should be at least 65%, and the utilization rate of renewable energy should be significantly increased.
