Satellite Internet equipment and functional virtualization equipment will be included in the network license management, and 11 kinds of telecommunications equipment, such as fixed telephone terminals and fax machines, which are less related to telecommunications security and more mature in technology, will no longer be subject to network license management. Simplify and optimize the network license testing items, and correspondingly reduce the inspection fees. Reduce the time limit for approval of access permits to 15 working days. The validity period of the trial approval will be extended from 1 year to 2 years. Promote the electronic access license sign, gradually replace the paper label, no longer require the telecommunications equipment product packaging, built-in information, advertising and other places to mark the network license number, to facilitate the product to be listed as soon as possible after obtaining the network license, but the product shall not be sold or used before obtaining the network license. To implement the management of the product family of telecommunications equipment, if the licensed enterprise adds or changes the entrusted manufacturing enterprise for the products licensed to enter the network, or carries out technical and appearance changes that do not change the main functions and core components, there is no need to re-apply for testing and permission. Unified telecom equipment access license and compulsory certification electromagnetic compatibility (EMC) testing requirements, enterprises only need to carry out one test when applying for license and certification, and the test reports recognize each other.

Optimize the type approval system of radio transmitting equipment. Reduce the time limit for approval of radio transmitting equipment models to 15 working days. We will promote self-inspection and self-certification for the entry of electronic and electrical products. By the end of 2022, a number of manufacturers of telecommunications equipment, radio transmission equipment, information technology equipment and household appliances with complete conditions, good quality management and credit will be identified to carry out pilot projects of self-inspection and self-certification. When a pilot enterprise applies for network access license of telecommunications equipment, type approval of radio transmission equipment and compulsory certification, in addition to special testing items such as network security, it may use its own testing report instead of a third-party testing report; under the premise of making relevant commitments, it may be exempted from submitting application materials on the production capacity, technical strength and quality assurance system of the enterprise or its entrusted production enterprise. The development of self-examination and self-certification shall be made public to the public and subject to social and industry supervision. According to the results of the pilot project, we will gradually promote the self-inspection and self-certification system for the entry of electronic and electrical products.

We will deepen the reform of the identification system for radio and television equipment entering the network. Dynamically adjust the network identification variety of radio and television equipment, gradually reduce the network identification management of cable and distribution network equipment, and no longer implement the network identification management of standard definition equipment.
