Wang Wei, director of the Planning Department of the Ministry of Industry and Information Technology, said that since the 18th National Congress of the Communist Party of China, the Ministry of Industry and Information Technology has earnestly implemented the major national regional strategies and regional coordinated development strategies, followed the laws of industrial development, adhered to the principle of marketization, and promoted the coordinated development of manufacturing regions according to local conditions.

First, strengthen planning and policy guidance. Formulate implementation plans for implementing major national regional strategies and coordinated regional development strategies in the fields of industry and informatization, study and formulate relevant industrial development plans and policy documents to support the upgrading and transfer of Beijing-Tianjin-Hebei industries, the coordinated development of manufacturing industries in the Yangtze River Delta, and the construction of high-end manufacturing growth poles in Shanghai. In-depth promotion of ministerial and provincial cooperation, since the "13th Five-Year Plan" Ministry of Industry and Information Technology has signed ministerial and provincial cooperation agreements with 18 provinces (autonomous regions and municipalities directly under the Central Government), centering on the national strategic direction and regional development orientation, guiding all regions to build characteristic advantageous industrial chains. Help fixed-point assistance and counterpart support areas to prepare characteristic industry development plans, and vigorously cultivate and develop county economy and rural industries. Implement the special action of "three products" in consumer goods industry to drive the development of rural characteristic products.

The second is to promote the cluster development of key regional industries. We will continue to promote the construction of national demonstration bases for new industrialized industries, guide and support key industrial clusters to transform their development modes and improve their development quality and benefits. Up to now, 445 demonstration bases have been established in ten batches. Since 2017, we have organized and carried out quality evaluation on the development of demonstration bases every year, guided demonstration bases to be advanced in benchmarking, and accelerated the realization of quality improvement, efficiency enhancement, transformation and upgrading. Implement special actions for the development of advanced manufacturing clusters, organize and carry out advanced manufacturing cluster competitions, optimize industrial development ecology relying on advanced manufacturing clusters, support local governments to "grasp clusters and promote growth," and improve the stability and competitiveness of industrial chain supply chains.

Third, focus on optimizing the layout of major productive forces. Formulate and implement key industry layout plans to guide petrochemical, shipbuilding, aviation and other key industries to optimize the layout. In accordance with the principle of "concentration of main bodies and regional agglomeration," orderly guide and standardize the development order of integrated circuits, new displays and other industries. Coordinate the layout of new energy automobile industry and guide the differentiated and coordinated development of various regions. Promote the construction of famous software cities and famous software parks in China, support the establishment of 6 industrial Internet demonstration zones, 4 national vehicle networking pilot zones and 8 national artificial intelligence innovation and application pilot zones, and actively guide the agglomeration and development of digital economic industries.

Fourth, promote the orderly transfer of manufacturing industry. Two editions of industrial transfer guidance catalogues have been formulated successively in 2012 and 2018, and more than 20 industrial cooperation docking activities have been held in Henan, Jiangxi, Xinjiang, Guizhou and other central and western regions to guide the orderly transfer and cooperation of industries among regions. At the end of 2021, the Ministry of Industry and Information Technology, together with relevant departments, jointly issued the Guiding Opinions on Promoting the Orderly Transfer of Manufacturing Industry, further clarifying what to turn to, who to undertake and how to undertake manufacturing industry. At the same time, our Ministry has jointly held industrial cooperation forums with Ningxia and Guangxi respectively to promote industrial cooperation in the eastern, central and western regions.
