After obtaining the civil unmanned aircraft, the owner of the civil unmanned aircraft shall register with the Civil UAV Real name Registration Information system (https://uas.caac.gov.cn) of the Civil Aviation Administration of China in accordance with the provisions.

Second, to examine and approve and submit the report in advance. The takeoff of drones and other civil unmanned aircraft shall strictly comply with the requirements of the basic Flight rules of the people's Republic of China and the regulations on General Aviation Flight Control, and declare the flight airspace and plans to the flight control department in advance. Those who need to go through other flight formalities shall be handled in accordance with the law. After examination and approval, if civil unmanned aerial vehicles such as drones are used in schools, kindergartens, hospitals, stations, passenger terminals, shopping malls, sports venues, exhibition halls, parks, cinemas, theatres and other public gatherings, crowded places and large-scale activities, they are also required to report the take-off position and flight range through the "Xiamen people" App UAV module 24 hours before take-off.

Third, observe the flight route. In strict accordance with the declared route and scope, it is strictly forbidden to fly over important units, facilities and places related to the national economy and people's livelihood, national security and public safety, and the Xiamen Municipal people's Government on the revision of Xiamen Gaoqi International Airport clearance protection area and electromagnetic environment protection area and its related protection requirements.

Fourth, serious legal responsibility. Those who fly without the examination and approval of the flight control department shall be dealt with by the relevant departments according to law; if the take-off position and flight scope are not reported 24 hours before take-off, the public security organ shall give a warning in accordance with Article 19 of the measures for the Administration of Public Safety of Civil unmanned aerial vehicles in Xiamen. If the circumstances are serious, the individual shall be fined 1000 yuan and the unit shall be fined 5000 yuan. Whoever violates public order by flying illegally or illegally cracking the safety control information system of drones, which constitutes a violation of public security management, shall be punished by the public security organ in accordance with the provisions of the Law on Public Security Administration and punishment; if a crime is involved, criminal responsibility shall be investigated according to law.
