In order to orderly promote the green and high-quality development of data centers, 5G and other new infrastructure, and help achieve the carbon peak carbon neutralization goal, the Ministry of Industry and Information Technology has issued the 14th five-year Industrial Green Development Plan and the 14th five-year Plan for the Development of Information and Communications Industry, guiding digital infrastructure to speed up energy conservation and green low-carbon development. " Since the 13th five-year Plan, the Ministry of Industry and Information Technology has recommended more than 100 advanced and applicable technology products for data centers and 5G energy-saving and efficiency-improving services to the community. In order to create a typical benchmark, three batches of 153 national green data centers were released. Organize the formulation of energy efficiency standards such as "energy efficiency limits and levels of energy efficiency in data centers" to promote the green upgrading of data centers. At present, the energy consumption of a single site of 5G base stations has been reduced by more than 20% compared with the initial commercial period in 2019, and the average design power utilization ratio of large-scale data centers under construction across the country has been reduced to 1.3.

CTOnews.com learned that in the next step, the Ministry of Industry and Information Technology will take the following measures to speed up the transformation and upgrading of digital infrastructure for energy conservation and carbon reduction, and promote the industry-wide green low-carbon transformation and high-quality development in a scientific and orderly manner.

First, strengthen policy guidance. We will encourage "counting from east to west" and guide enterprises to deploy data centers to areas with a suitable climate and rich in renewable energy. We will continue to publish the recommended catalogue of national energy-saving technology and equipment products and typical application cases in the field of industry and information technology, and speed up the innovation and technological application of high-efficiency energy-saving equipment in digital infrastructure. We will carry out in-depth industrial energy-saving diagnostic services, organize energy-saving diagnostics for data centers and communication base stations, tap energy-saving potential, and promote energy conservation, carbon reduction, cost reduction and efficiency.

The second is to create a typical benchmark. Together with the Development and Reform Commission, Ministry of Commerce, State Administration, Banking and Insurance Regulatory Commission, Energy Bureau and other departments, continue to carry out the construction of national green data centers, publish the list of national green data centers and typical cases in manufacturing, communications, Internet, public institutions, finance and other fields, strengthen green design, transportation and energy measurement review, and promote the green and sustainable development of the industry.

The third is to improve the standard system of energy conservation and carbon reduction. We will accelerate the revision of standards related to energy conservation and efficiency improvement in the field of digital infrastructure, and support the development of standards for energy efficiency, green operation and maintenance, and efficient refrigeration of information and communications equipment. We will organize and implement national industrial energy conservation supervision, carry out energy efficiency supervision such as data centers, and promote the rational use of energy in key energy use areas in accordance with the law and regulations.
