According to an agreement now signed between the National Transportation Safety Board (NTSB) and the Federal Aviation Administration (FAA), NTSB will be the main investigator for these accidents, whether the person is in the launch or in the re-entry capsule.
NTSB will also take the lead in investigating damage to unrelated property such as space launch or return activities or launching debris.
The National Transportation Safety Board (NTSB) is currently reviewing public comments on its November 2021 proposal to codify procedures for the investigation of commercial space accidents and incidents. The law shows that NTSB is an independent federal agency responsible for investigating all fatal plane crashes and other serious traffic accidents.

Last month, bipartisan leaders of the House Transportation and Infrastructure Committee proposed legislation that would clarify NTSB's power to investigate commercial space transport accidents.
The Federal Communications Commission (Federal Communications Commission) proposed rules this week to address the growing challenge of orbital debris, noting that "abandoned satellites, abandoned rocket cores and other debris now fill the space environment and pose challenges for future missions."
