CTOnews.com, Sept. 9, Microsoft identified a vulnerability in Windows 11 that could cause users to fail to log in after the first restart or logout after updating the system and adding a new Microsoft account user.
According to Microsoft, this is a Bug caused by KB5016691 updates. CTOnews.com learned that the update was originally launched on August 25, 2022. At present, Microsoft has quickly solved this problem and updated the problem report.
After you install this update in Windows and add a new Microsoft account user, you may not be able to log in briefly after the first restart or logout. This issue affects only newly added Microsoft account users and only first-time logins.
This issue only affects devices after adding a Microsoft account. It does not affect Active Directory domain user accounts or Azure Active Directory accounts.
If you encounter this problem, it will automatically resolve after a short period of time. You need to wait for the lock screen to appear again and should be able to log in as expected.
This issue was resolved using a known issue rollback (KIR).
Note that parsing can take up to 24 hours to automatically propagate to user devices and unmanaged business devices. Rebooting the Windows device may help to apply parsing to the device faster. For enterprise managed devices that have installed affected updates and are experiencing this problem, you can resolve this issue by installing and configuring special group policies.

Important install and configure the Windows version of Group Policy to resolve this issue.
To address this issue, Microsoft announced a "known problem rollback" (Known Issue Rollback), which will revert to the previously released patch version of Windows. Microsoft also recommends rebooting your machine to correct the resolution of the current version.
For enterprise-managed devices, you need to solve this problem through KIR group policies. Download according to the link provided by Microsoft above, and then follow the group policy.
