CTOnews.com, September 8 (Xinhua)-- Apple released its new iPhone 14 series of phones early this morning, but in March this year, Apple announced a moratorium on all product sales in Russia, so how will consumers in the country buy new phones?

Dennis Manturov, Russia's deputy prime minister and minister of industry and trade, said in an interview at the 2022 Oriental Economic Forum that the new iPhone 14 will be supplied to Russia through a parallel import mechanism, and Russians will have the opportunity to buy new equipment, RIA Novosti reported. Asked whether the new iPhone would be allowed to enter Russia through parallel imports and whether it would be an exception, Manturov replied: "Why not? if consumers want to buy these phones, buy them. There will be such an opportunity."

Sales of brands such as Samsung and Apple in Russia have been falling since western sanctions were imposed, according to the data. Sales in July accounted for only 8.5% and 7% of the market share, respectively.

CTOnews.com learned that Apple's products had previously been included in the parallel import list. Mr Manturov had previously said he planned to extend the parallel import mechanism to the whole of 2023. Russian Minister of Economic Development Leishetnikov pointed out last month that Russia's "parallel import" strategy to counter US-Western sanctions is playing an active role. As of July, goods imported into Russia through "parallel imports" had a total value of nearly US $4 billion and weighed more than 300000 tons, with deliveries doubling within a month and a half.

"parallel import" refers to the act that an importer of a country imports into that country products that are legally put on the market in other countries without the authorization of the obligee who enjoys intellectual property rights in that country. This kind of behavior was previously banned in Russia.

On June 21, the plenary session of the Russian State Duma (lower house of parliament) approved an amendment to the law submitted by the Government of the Russian Federation to legalize "parallel imports" in Russia. The amendment to the law stipulates that the use of patent achievements and brand marks embodied in "parallel imports" of goods does not constitute infringement, and Russian companies that "parallel import" goods without the permission of intellectual property holders shall not bear the relevant civil, administrative and criminal liability. On 22 June, the Russian Federation Council (upper house of parliament) considered and quickly approved the bill entitled "draft Law on the legalization of parallel imports of goods of the Russian Federation". President Putin signed the draft law on June 28, indicating that the Russian government and society have the full right to counterbalance the sanctions imposed on Russia by "unfriendly countries" through "parallel imports."
