The "measures" pointed out that the activity of "trade-in old appliances for new ones" should be carried out. All localities and cities are encouraged to carry out "trade-in" activities for household appliances from September 1 to November 30, 2022, and the province implements a reward and subsidy policy for the activities of various prefectures and cities. Promote the consumption of household appliances in an all-round way through "government support and enterprise promotion". Provincial finance subsidizes the actual expenditure (write-off amount) of eight categories of household appliances: televisions, air conditioners, washing machines, refrigerators, computers, mobile phones, rice cookers and water heaters through financial funds, and subsidizes prefectures and cities in the Pearl River Delta (excluding Shenzhen) according to 50% of their actual expenditure and 70% of their actual expenditure in eastern, western and northern Guangdong. The provincial finance shall determine the maximum subsidy funds according to the size of the household appliance consumer market in each city and issue them in pieces.

We will fully implement the policy of halving the vehicle purchase tax for passenger cars and reducing the value-added tax on used car transactions by second-hand car dealers from 2% to 0.5%.

In the Pearl River Delta region, the immigration restrictions on small non-operating second-hand vehicles that meet the national five emission standards will be lifted, and light vehicles using the national five emission standards in the Pearl River Delta region can continue to move to each other. We will further standardize transactions in the second-hand car market and improve the regulations on registration, filing and vehicle transaction registration of the main body of the used car market. We will explore the establishment of a management mechanism for the automobile modification industry and speed up the development of the automobile aftermarket.

We will implement fine management of pickup vehicles entering the city, and study to further relax the restrictions on the entry of pick-up trucks into the city.

We will support key places such as old urban areas, schools and hospitals to increase the supply of parking infrastructure by means of renovation and new construction. 100% of the charging facilities in the highway service area of the province will be fully covered by the end of 2022.

In addition, the measures encourage cities to continue to issue consumption coupons in the areas of retail (excluding car sales), catering, cultural and tourism, accommodation and sports, with a maximum deduction of 20% until October 31, 2022. The province implements a bonus policy for prefectures and cities to issue consumption coupons, subsidizing prefectures and cities in the Pearl River Delta (excluding Shenzhen) according to 50% of their actual expenditure on consumption vouchers, with a maximum subsidy of no more than 14.5 million yuan per city; to prefectures and cities in eastern, western and northern Guangdong, according to 70% of their actual expenditure on issuing consumption coupons, the maximum subsidy per city shall not exceed 7 million yuan. According to the standard, the provincial finance will hand over the award and subsidy funds to each city in advance and carry out liquidation according to the actual financial expenditure.
