Under the guidance of the Information and Communication Development Department of the Ministry of Industry and Information Technology, the "Mobile Network Quality Pilot Matrix" was jointly initiated and established by the China Academy of Information Technology and several units. It aims to lead the high-quality development of mobile networks, promote mobile network services for the benefit of the people, and create a network engine and an important base that enables the development of thousands of industries.

At the meeting, the organizational structure of the "Pilot Square", the list of steering committees, the list of expert committees, and the next work plan were officially released. The "Pilot Square" consists of an ecological working group, a technical working group and a vertical industry working group. This year, it will focus on the research work on App network speed test methods and data platform interface consistency, mobile network quality evaluation index system, mobile network quality differentiation demand assessment under various scenarios and applications, etc. Based on this, a series of achievements such as White Paper on Mobile Network Quality Evaluation, Quarterly Report on National Mobile Network Quality Monitoring and White Paper on Network Quality Requirements for Vertical Industries were released.

CTOnews.com learned that the Chinese Academy of Information Technology also officially released the National Mobile Network Quality Monitoring Report (Issue 2) at the meeting. The report shows that in the second quarter of 2022, China's mobile network overall operation is stable and good. The network coverage is improving day by day, the supply capacity is constantly improving, and the user scale is steadily increasing. The downlink and uplink average access rates of 5G networks nationwide are 341.20Mbps and 71.98Mbps respectively. The average downlink and uplink access rates of 4G networks nationwide are 40.43Mbps and 23.11Mbps respectively.

The report shows that, from the perspective of each region, the downlink average access rate of 5G network is in the east, and the uplink average access rate is in the west; the downlink average access rate of 4G network is in the middle, and the uplink average access rate is in the west. From the perspective of telecom operators, China Mobile leads the downlink and uplink average access rate of 5G network; China Unicom leads the downlink average access rate of 4G network, and China Telecom leads the uplink average access rate. From the perspective of provinces (autonomous regions and municipalities directly under the Central Government), Chongqing City, Shanghai City, Yunnan Province, Liaoning Province and Beijing City are the provinces with the highest downlink average access rate of 5G network, Ningxia Hui Autonomous Region, Fujian Province, Qinghai Province, Xinjiang Uygur Autonomous Region and Heilongjiang Province are the provinces with the highest downlink average access rate of 4G network.
