According to the circular, in accordance with the Network Security Law of the people's Republic of China, the personal Information Protection Law of the people's Republic of China, the data Security Law of the people's Republic of China, the Telecommunications regulations of the people's Republic of China and other laws and regulations. According to the notice of the Ministry of Industry and Information Technology on promoting the Special rectification Action of App infringing upon the Rights and interests of users in depth (MIIT letter (2020)), the notice on carrying out the Special rectification Action of Market order in Internet Industry (MIIT letter (2021)), the Circular on carrying out the Special work on Security Governance of Bad Mobile applications in 2022 (Industrial Network Security letter (2022) No. 525) and so on. Hunan Communications Administration continues to carry out special rectification actions on mobile applications (App) that infringe upon the rights and interests of users.

In July 2022, monitoring found that 21 types of App infringed upon the rights and interests of users and potential security problems, and our bureau issued a "notice on the disposal of App in violation of laws and regulations by Hunan Communications Administration" to the relevant illegal units, ordering App operators to rectify within a time limit. As of the required rectification period, there are still 11 App models that have not been completed on schedule, which are hereby publicly notified.

CTOnews.com learned that the notified App operators should complete the rectification and feedback rectification report before August 29; if the rectification is not qualified or feedback within the time limit, the Hunan Provincial Communications Administration will take further measures such as removal of shelves, administrative penalties and inclusion in the list of bad telecom operations in accordance with the law, so as to effectively safeguard the legitimate rights and interests of App users and the order of network security.
