As the high-standard, international and most influential annual conference in the field of new energy vehicles, the 2022 World Congress of New Energy vehicles has reached a new high in scale and specification.

The technical exhibits of this conference cover the core technologies and products of more than 40 exhibitors, including new energy vehicles, power batteries, drive motors, hydrogen fuel cells, automotive chips, energy supply and supporting facilities.

In addition, more than 20 meetings and forums and a number of activities will be held during the conference, and more than 1000 high-level political, industrial, academic and research officials in the field of new energy vehicles are expected to gather at the conference.

Zeng Yuqun, chairman of Ningde Times, said that foreign research on the standards, policies and regulations on the carbon footprint of power batteries has taken the lead and is accelerating. Zeng Yuqun mentioned that the carbon attribute of battery products has become the focus of the next step of monitoring in Europe and the United States, while China, as a major battery manufacturer, has obviously lagged behind in the research of battery carbon footprint.

He believes that the battery recycling policy should be further improved to provide policy guarantee for battery enterprises to use recycled materials to produce new batteries on a large scale. Zeng Yuqun mentioned that in the first quarter of this year, Ningde era recycled 21300 tons of waste batteries and used them to produce 18000 tons of battery precursors.

CTOnews.com learned that the concept of "carbon footprint" originated from the "ecological footprint" proposed by Columbia University, which mainly refers to the total amount of climate change-related gases emitted in human production and consumption activities. Compared with other carbon emission studies, carbon footprint analyzes the product life cycle or the carbon emission process directly or indirectly related to production and consumption activities from the perspective of life cycle.

The EU informed the World Trade Organization (WTO) of the proposed regulations on batteries and waste batteries last year, adding carbon footprint, recycled raw materials, electrochemical performance and durability, removable and replaceable, QR code and CE tags, battery management systems, battery passports, safety requirements for batteries with a capacity above 2kWh.

To put it simply, from July 1, 2024, only power batteries with a carbon footprint declaration can be put on the market.

It is worth mentioning that during the two sessions in 2022, Zeng Yuqun also put forward suggestions on a new electricity pricing mechanism for energy storage capacity, battery carbon footprint, lithium resource supply and lithium battery transportation, including the proposal on speeding up the study of China's battery carbon footprint and establishing a China-EU mutual recognition mechanism.

Under the guidance of the goal of "double carbon", China's new energy industry is booming in 2021, ranking in the forefront of the world in terms of manufacturing scale, industrialization technology level, application market expansion, industrial system construction and so on.

He believes that batteries play a key role in the whole new energy industry chain, and European and American countries have incorporated batteries into strategic planning and formulated relevant supporting laws and regulations. China has a leading advantage in battery technology, manufacturing and industrial chain, but there is a gap in the standard and methodology of battery carbon footprint accounting, and the European Union is speeding up the formulation of the European Battery Law.

Start the research on the standard and methodology of China's battery carbon footprint as soon as possible, establish a product carbon emission management system, participate in the formulation of global carbon neutralization rules, and promote the establishment of a mutual recognition mechanism for battery carbon footprint management with the European Union. it is very important to ensure the global competitiveness of China's battery field.

Zeng Yuqun put forward three suggestions: the first is to speed up the methodology research of battery carbon footprint with the help of the advantages of perfect industrial chain and rich application data in our country. At the same time, actively communicate with the European Union, establish a cooperation and exchange mechanism, and promote the coordination and mutual recognition of the methodology of carbon footprint of China-EU battery products.

Second, it is suggested that the relevant departments should update and release China's electric power carbon emission factors on an annual and regional basis, and on this basis, establish a database of carbon emission factors in each link of China's battery industry chain, update them in time and inform the international community.

The third is to strengthen international cooperation in green power certification. This paper studies the green card management system which is suitable for the development and product demand of battery industry in China, and confirms its rights through digital technologies such as block chain, 5G, Internet of things and so on.
