This suggests that a protracted investigation may be nearing the decision point and litigation may be coming soon.

Several groups of prosecutors within the Justice Department are preparing for a possible lawsuit, and the department's antitrust division hopes to file a lawsuit by the end of the year, according to people familiar with the matter. Nevertheless, the Justice Department has not yet decided whether or when to sue Apple, the world's most valuable company, and it is still possible that it will not sue.

Since 2019, the Justice Department has been investigating Apple, which is accused of abusing its market power to stifle smaller technology companies, including application developers and competing hardware makers.
