In recent years, electric bicycles have entered thousands of households rapidly because of their economic, convenient and environmental protections. at present, the number of electric bicycles in China has reached about 300 million. However, due to the production, sales, traffic, charging, recycling and other links involved in electric bicycles have not yet formed an effective regulatory joint force, related fire, traffic and other accidents continue to rise. Take fire as an example, there were more than 3000 electric bicycle fires in 2018, rising to more than 18000 in 2021, and two major fires caused by electric bicycles in the past five years, with outstanding safety risks. In order to draw lessons from the relevant accidents and systematically solve the outstanding problems in the safety supervision of electric bicycles, the Office of the Safety Commission of the State Council took the lead in drafting the "Plan".

The "plan" proposes to systematically sort out the key tasks of strengthening the safety supervision of electric bicycles throughout the life cycle. According to the principles of "management industry must manage safety, business management must manage safety, production and operation must manage safety" and "who is in charge, who leads, who is close to who leads", we should grasp the responsibility of safety supervision of the whole chain, and improve the working mechanism of inter-departmental network verification and information communication. We will earnestly strengthen the joint efforts of departments and make great efforts to solve the outstanding problems in product quality, circulation and sales, traffic order, parking and charging, disassembly and recycling of electric bicycles.

The Program requires that it is necessary to speed up the formulation of mandatory national standards for key core components such as lithium-ion batteries and chargers, guide electric bicycle manufacturers to continuously improve the level of standardization, strengthen the management of compulsory product certification (CCC certification) for electric bicycles, strengthen law enforcement inspection in sales links, strengthen illegal refitting and rectification of electric bicycles in sales links, and carry out spot checks on the quality of electric bicycles in circulation. Further establish and improve the registration system of electric bicycles, strengthen the control and control of road law enforcement, promote the improvement of charging facilities for electric bicycles, strengthen the investigation and handling of illegal parking and charging of electric bicycles, and urge the enterprises of real-time distribution platforms such as electric bicycles to implement the responsibility of safe production. Explore the establishment of electric bicycle battery recycling system, standardized and orderly development of electric bicycle battery echelon utilization.

The "plan" stresses that it is necessary to strengthen organization and leadership, further refine specific implementation measures in various regions and the division of tasks of relevant departments, and all relevant departments should make joint efforts to strengthen joint efforts. It is necessary to deepen publicity and guidance, promote the formation of a good atmosphere for safe purchase and use of electric bicycles, and strengthen the interpretation of policies on relevant measures related to the vital interests of the masses, such as banning the sale of over-standard cars, the elimination and withdrawal of stocks, and banning electric bicycles from entering buildings. It is necessary to improve the long-term mechanism and speed up the introduction of relevant local laws and regulations on the management of electric bicycles so as to provide strong support for strengthening supervision and law enforcement. The Office of the Safety Commission of the State Council will promote the incorporation of relevant work requirements into the provincial government's assessment and inspection of production safety and fire control work, and strengthen daily dispatching guidance, supervision and inspection.
