Update touch keyboard settings for new content

Microsoft is trying a new touch keyboard setting, using a new drop-down menu to replace the Show Touch Keyboard when not connected check box under Settings > time and language > typing > Touch Keyboard. It contains three options to control whether to click on the editing control should start the touch keyboard:
