Focus on the construction of marine LNG filling stations in Haikou, Qionghai, Sanya, Sansha and Yangpu Economic Development Zone, and the development of natural gas vehicles and vessels. By 2025, 100% of new and replacement vehicles will use clean energy in public services and social operations. By 2030, the sale of fuel-fueled cars will be banned all over the island. With the goal of building a charging infrastructure service network covering Hainan and promoting the development and application of new energy vehicles, piles and stations should advance the construction of charging infrastructure in Hainan. By 2025, the overall ratio of vehicles to piles in the province's charging infrastructure will be less than 2.5VR 1, and for public charging piles less than 7:1, the average service radius of the charging network in the key priority areas will be less than 1 km, the priority development areas will be less than 3 km, and the active promotion areas will be less than 5 km. Through the implementation of differentiated licensing, driving, parking and other traffic management measures to gradually guide the use of new energy vehicles, study and formulate fiscal and tax support policies and measures to encourage the accelerated withdrawal of fuel vehicles, and realize the clean energy of global vehicles in stages. Prefectural-level cities are encouraged to take the lead in building zero-emission zones for motor vehicles. According to the quality of atmospheric environment and the development of road traffic, low emission areas and zero emission areas are delineated and announced. We will speed up the construction of a unified network service and supervision platform for recharging in Hainan Province. by 2022, we will set up Hainan New Energy vehicle charging Infrastructure Operation Company and build Hainan recharging infrastructure operation platform. By 2025, the proportion of new energy vehicles in the stock and new cars in the province will be significantly increased, the withdrawal speed of fuel vehicles will be significantly accelerated, and the new scale will be significantly reduced. By 2030, the sale of fuel vehicles will be completely banned on the island, with new energy vehicles accounting for more than 45 percent, and all cities and counties will basically build a zero-emission zone for motor vehicles.
