Three solutions:

Install the old version of docker.

$sudo apt install docker-ce=17.09.0~ce-0~raspbian

Lock the docker version when upgrading: sudo apt-mark hold docker-ce.

Add the following at the end of the / boot/cmdline.txt line, and then restart:

Cgroup_enable=memory cgroup_memory=1
