Oracle provides the lsnrctl reload command, in the following two cases 1 modify listener.ora 2 modify sqlnet.ora and do not want to stop listening, you can consider the lsnrctl reload command! The reload command rereads the contents of listener.ora, allowing the user to change the configuration of the listener without stopping it. But for sqlnet.ora modifications consider the following: 1 If sqlnet.ora was not previously used by the current listener, then you must close and restart the listener! 2 If sqlnet.ora was previously used, lsnrctl reload is the faster way. Currently established connections will not be affected, and the dynamic listening service completes very quickly and is almost unaffected. Use the RELOAD command to reload the listener.ora file. This command enables you to add or change statically configured services without actually stopping the listener. In addition, the database services, instances, service handlers, and listening endpoints that were dynamically registered with the listener will be unregistered and subsequently registered again. Similar to what was explained above, exercise the necessary caution when modifying sqlnet.ora files in a production environment. Previous experiments with lsnrctl reload did not achieve the desired results. lsnrctl start/stop is selected when executing on the production library. This two-step operation time is very short, 3-4 seconds to complete the shutdown and restart operation.
