Reason:

Because the listener of the server did not start

Solution:

After deleting the listener and tnsnames files in the server $ORACLE_HOME\ NETWORK\ ADMIN\ directory

Use netca for rebuild snooping

Then turn off the system firewall

Edit the tnsnames file and write the ip address and oracle instance name to the tnsnames file
